Introducing the GQUAL Ranking Index 2025

The GQUAL Ranking 2025 is here

Published annually, the GQUAL Ranking is one of our core advocacy tools to monitor gender parity and geographical representation in international decision-making spaces. It tracks data from more than 140 countries whose nationals currently hold positions in international bodies related to international justice, international law, and human rights.

Through its Global, Regional, and Institutional rankings, GQUAL provides an evidence-based framework to explore these questions across the globe without simplifying the system’s complexity.

In 2025, the Ranking places a renewed focus on the Global South, with a specific zoom on Africa and Latin America, regions that remain central to understanding both progress and persistent gaps in representation.

For the first time, we have also disaggregated how many positions were filled via State nomination versus self-nomination. This new layer of analysis is crucial to uncovering patterns of access, power, and inequality in international appointments.

To #ChangeThePicture, we must first see it clearly. Gender-disaggregated data is non-negotiable for accountability and parity.
